This report represents the view of the HKGCC'ss think tank, the Hong Kong Coalition of Service Industries, on the economic integration of Hong Kong and the Pearl River Delta region.

The idea – that of Hong Kong should position itself to become the services metropolis of the Pearl River Delta region － is not new. In compiling this report, we have endeavoured to add value to our understanding of Hong Kong/PRD integration. Accordingly, this report has the following features:

• The report sets out a blueprint towards Hong Kong/PRD integration in the next 15-20 years.

• The report provides a comprehensive view of the key issues across different levels of analysis, from strategic, systemic to market dynamic issues. It seeks to examine challenges as well as identify strengths for Hong Kong to build upon.

• The report contains a set of 80 recommendations to be pursued by the HKSAR Government and other interested parties.

We welcome any comments from the government, business sector and the community.
