A Proposal for Economic Policy Think-Tanking
I would like first to thank you for the support rendered by your
office to the Servicing Economy Forum, the high-level brainstorming forum on
service industries policies organised jointly by the Hong Kong Coalition of Service
Industries and the Hong Kong University. Over the past years, the Forums
representation has expanded from a tripartite with government, academics and
business to a penta event involving also politicians and the media. The
participants have found the Forum very rewarding and we trust it has been fruitful to
government policy makers as well.
Besides generating ideas, the Forum is developing into a network for
brainstorming in public policy. As initiator of the event, we have observed this with some
pleasure, and decided that a review of the Forum should be conducted with a view to
taking it to a higher level. The review is detailed in the attached paper
entitled Not just an event, but an institution A Review of the Servicing
Economy Forum. As the title of the paper suggests, we propose that the Forum
should become not just an event, but an ongoing process in building up the institutional
capability of public policy think-tanking in Hong Kong.
I hope our proposal receives your favourable consideration, and that
your office will continue to be the lead agency in the government, perhaps also with the
Central Policy Unit, to take it forward. The HKCSI is happy to continue to be the private
sector partner, together with Hong Kong University, to undertake this worthwhile endeavour
in developing Hong Kongs public policy think-tank capability.
